Thisresearch aimed at analyzing implementation and factors affecting the implementation of a policyof government procurement of goods and services in Bagian Administrasi Umum SekretariatDaerah Kabupaten Kampar. This research using this method qualitative presented in the form ofdescriptive, namely by gathering facts and information available at the research and policy ofdocuments related to the procurement of goods and services, then connecting it with the theoryin generating that hypothesis. Research showed that kebijkan goods and services the governmentin levying of administrasi common ter-implementasi not as it should be. It is caused by a factor ofcommunication resources, disposition, and structure of the bureaucracy.
In the problem of waste in Pekanbaru which is quite complicated in addition to being related to transportation problems, the amount of waste production continues to increase, the realization of the cleanliness retribution is low, the potential for cleanliness retribution is minimal. which is in the collection of retribution is not in accordance with the Pekanbaru Mayor Regulation No. 14 of 2020 concerning the management of retribution for waste services or the cleanliness of the city of Pekanbaru in particular. This study aims to determine the extent to which the waste retribution service in Pekanbaru City runs optimally and the inhibiting factors it faces. Looking at the waste service retribution data for Pekanbaru City from 2020 to 2021, although it has increased every year, the realization has not reached the set target, therefore it is necessary to optimize the waste service retribution in Pekanbaru City so that the realization of the waste service retribution is in accordance with the target which has been set. This study uses the implementation theory of Goggin Brown, et al. based on 3 indicators, namely the form and content of policies, organizational capabilities, and environmental influences. This study uses a qualitative descriptive method with data collection techniques in the form of observation, interviews, and documentation. The results of this study are that there is still a need for optimal retribution for waste services in Pekanbaru City with the limited number of officers and weak supervision of the Department, as well as community participation which is still lacking due to lack of coordination between the government and garbage retribution collectors. Of course, it is very influential on the realization of the waste service retribution in Pekanbaru City.
Application Electronic Government at the Pekanbaru City Religious Court Office is implementation service public with use technology information and communication in give service to public for manifest in the Religious Courts of the Bureaucratic Region Clean and Serving (WBBM). However, on implementation application Electronic Governance this still there is the problem that becomes obstacles on implementation, such as Allocation Source power humans who haven't equally and lack of sustainable socialization. Study this aim for knowing Application Electronic Governance at the Pekanbaru City Religious Court Office as well as factor the inhibitor. Draft the researcher 's theory use is E-Government theory by Indrajit with six indicator that is E-Strategy, Architecture, Risk and Program Management, Organizational Capabilities, Value Chain Management, and Performance Management. Study use method study qualitative with technique data collection based on interviews, observations, and documentation.The results of the research found are the application of Electronic Government at the Pekanbaru City Religious Court which has been carried out optimally, that the implementation of e-government provides convenience to the community.Inhibiting factors are the unequal allocation of human resources, lack of socialization and education, and network disturbances. So that it has an influence on the implementation of Electronic Government at the Office of the Religious Courts in Pekanbaru City.
Problems on the road that are increasing, such as the increase in the number of accidents, the threat to the safety of other road users, and the emergence of a culture or habit of violating traffic must be resolved immediately. With the development of science and technology, the Indonesian National Police presents the Electronic Traffic Law Enforcement or ETLE to solve the problem of enforcing traffic violations. Where one of the implementers of ETLE is Riau Province, precisely in Pekanbaru City which was inaugurated in April 2021. In the process of implementing ETLE, it was found that it was running effectively which was supported by various parties starting from the local government level and the community as well as the capacity of the implementing agency. However, there are inhibiting factors in the form of network access that is still hampered, public knowledge is still minimal regarding ETLE and the timeliness of reporting from the ETLE Task Force to the District Court. This study uses a qualitative method with a case study approach which uses data collection techniques in the form of interviews, observations and documents. The source of this research was obtained from the ETLE implementor and the target of the ETLE implementation, namely the community.
Currently villages in Indonesia are required to be able to give birth to quality economic growth and sustainable. Quality economic growth is a concept of strengthening and contribution contributed by the real economy sector in the village. Therefore, the development and empowerment of rural communities through the management of the Village Fund or Village Fund Allocation Fund must be balanced. Because to empower the potential of the village optimally and sustainably, funding for the village needs to be focused not only to build village, but more empowered to become a self-constructing village. This study aims to develop local economic independence through optimizing the management of Village Funds in Siak Subdistrict Siak District and any factors that influence the development of local economic independence. This research is a descriptive qualitative research with sampling technique used is snowball sampling. The research informant is the apparatus involved in the implementation of the Village Fund program and the community leaders who know the program. Data collection was done by interview and observation technique, after the data collected and then analyzed by using qualitative descriptive analysis. The results of research indicate that the development of village economy can be done by strengthening the performance of local economic institutions such as BUMDes through various aspects. To achieve this, an integrated movement between the community, BUMDes and the government is realized in the form of partnership. Activities that can be done is to optimize the function of central and local entrepreneurial institutions to support various efforts to inventory the potential of local economic resources. With the development of household industry activities, it will facilitate efforts to establish cooperation between local economic development institutions that exist and thus create a process of sustainable community empowerment of villages.
Community Empowerment in the Utilization of Village Funds through InstitutionalStrengthening. Until now there are still many problems in rural development in Indonesia that needto find a solution. One of the government's efforts to accelerate village development is by rolling outthe Village Fund Allocation Program (ADD) to realize the administration and implementation ofaspirative and participatory village development. In Siak District, the ADD program has been heldsince 2007, but until now its implementation has not been optimal yet. This study aims to determinehow the empowerment of community in the utilization of ADD through institutional strengtheningDistrict Apit Sungai Siak District and what factors affect the effort of empowerment. This researchis a descriptive qualitative research with sampling technique used is snowball sampling. The researchinformants were the officials involved in the ADD program and the community leaders who knewthe program. Data collection was done by interview and observation technique, after the datacollected and then analyzed by using qualitative descriptive analysis. The results show thatcommunity empowerment through ADD Program in Sungai Apit Subdistrict of Siak Regency hasnot been running well. Many of these programs are diverted to village infrastructure developmentprograms rather than community empowerment activities. The dominant factor influencing themismatch of community empowerment is the fear of failure resulting from the inability of thecommunity to join the ADD program that provides business capital assistance for the needy.
The purpose of this studywas to identify and analyze the factors that influence the effectiveness of the implementation ofRegulation No. 20 Year 2002 on the ills of society on National Unity, Politics and Public ProtectionDistrict Singingi Kuantan. This research was conducted at the National Unity, Politics and PublicProtection District Singingi Kuantan, where the informant research is National Unity, Politics andPublic Protection and the team Pembrantasan Disease Society and the observers concentrated.Data collected by interview and observation techniques, after the data was collected and thenanalyzed using qualitative descriptive analysis. The result showed that the effectiveness of theimplementation of Regulation No. 20 of 2002 is still not effective running. Factors that are more likelyto affect the effectiveness of the implementation of this legislation is the standard and policyobjectives.
The Pre-Employment Card Program is a program created by the ndonesian government in the form of training fee assistance to improve the competence of the workforce which is held throughout Indonesia. The target of the pre-employment card program is for job seekers, workers affected by termination of employment, and non-wage workers who need competency improvement. However, there are obstacles in the implementation of the Pre-Employment Card program in Pekanbaru City, such as the program targets that are still not appropriate and the participants' lack of interest in participating in the training. This study aims to determine the effectiveness of the pre-employment card program in Pekanbaru City. The theory used in this study is the theory of effectiveness by Budiani with four indicators, namely the accuracy of program targets, program socialization, program objectives, and program monitoring. This research method uses qualitative methods with data collection techniques based on observations, interviews, and documentation. The results of this study indicate that the effectiveness of the pre-employment card program in Pekanbaru City has not been effective both from the indicators of the accuracy of program targets, program socialization, program objectives and program monitoring. The factors that hinder the implementation of this program are the program is a program from the central government and the lack of public awareness.
The Government was formed with the intention to build a civilization and maintaining social order system so that people can live their lives reasonably within the context of the life of the State. In the process, the concept of the Government is experiencing a transformation of the paradigm of the Department of State to the orientation of the market (market or public interest), of a strong Government, large and small otoritarian to the orientation and less government, egalitarian and democratic, as well as the transformation of the system of governance of the implementation to desentralistik. The Organization of good governance is the Foundation for the preparation and implementation of the policy of a democratic State in the era of globalization. The phenomenon of democracy is marked by the rise of community control against the conduct of the Government, as in the 56th Government, development and public service. This study examines in a comprehensive manner about the application of the principles of good governance in the service of licensing in the city of Pekanbaru and Dumai, in factors that inhibit and supports the application of good governance in the service of licensing in Dumai. Results of the study found that the public approved the application of the principles of good governance in the service of licensing conducted by the Agency of Integrated Services and capital investment (BPTPM) Dumai. The application of the licensing services in the Agency's Integrated Services and capital investment (BPTPM) have started to Dumai based with good governance, which in practice is still running quite well.
